FP2-MORANE-2 and Its Impact on European Railways

A vital part of the European Rail Traffic Management System (ERTMS), FP2-MORANE-2 fosters railway digitalization and increases network capacity. This 34-month initiative refines and standardizes signaling technology, ensuring seamless future interoperability.

To validate FRMCS standards, FP2-MORANE-2 undergoes rigorous testing in three European laboratories and operational rail environments. These tests cover high-speed and conventional railway lines across critical European transport corridors.

With GSM-R set to be obsolete by 2030, FRMCS will replace it as the primary railway communication system. This transition ensures continuous connectivity, accelerates railway modernization, and enhances passenger and freight transport efficiency.

FP2-MORANE-2: Advancing Railway Digitalization

The Horizon Europe FP2-MORANE-2 project has secured €13.5M in funding from Europe’s Rail (EU-RAIL) and Smart Networks and Services (SNS JU). Officially launched in December 2024, it comprises six Work Packages designed for FRMCS validation.

Comprehensive FRMCS testing will shape upcoming revisions of the Control Command and Signalling Technical Specifications for Interoperability (CCS TSI) by 2027. These advancements will establish a robust, future-proof digital railway communication network.

FRMCS supports existing applications such as ETCS while enabling new services like ATO GoA1/2/3/4, advanced data solutions, and enhanced telecom functions. These innovations ensure a scalable, high-performance communication infrastructure.

UIC, the FP2-MORANE-2 project coordinator, leads a coalition of European rail operators, suppliers, and mobile network providers. Key participants include UNIFE, major railway organizations, and industry-leading technology providers.

FP2-MORANE-2 strengthens regulatory and standardization efforts by collaborating with the European Union Agency for Railways (ERA). This cooperation ensures integration with other EU rail projects and strategic transport initiatives.

François Davenne, UIC Director General, highlights FP2-MORANE-2 as a transformative project for European rail innovation. He emphasizes FRMCS as pivotal in achieving a sustainable and efficient railway ecosystem.

Enno Wiebe, Director General of UNIFE, stresses the importance of FRMCS in accelerating ERTMS implementation. He calls for industry-wide collaboration to ensure a seamless transition to FRMCS and efficient railway operations.

The project’s success will drive commercial deployment of FRMCS technologies, benefiting both passenger and freight transport. It sets the stage for broader rail innovations and full integration of the Trans-European Transport Network (TEN-T).
