The Surface Transportation Board has issued the final EIS for the Green Eagle Railroad, a 1.3-mile rail link connecting Texas to Mexico via a new international bridge. This is reported by the railway transport news portal Railway Supply.

The Surface Transportation Board has released the final EIS for the Green Eagle Railroad, a key cross-border freight link in Maverick County, Texas.

Green Eagle Railroad Supports Cross-Border Trade Growth

The Green Eagle Railroad plays a critical role in the broader Puerto Verde Global Trade Bridge project. It will link Piedras Negras, Coahuila, with Eagle Pass, Texas, by rail and road.

A subsidiary of Puerto Verde Holdings will construct the rail line to connect the U.S.–Mexico border with an existing Union Pacific mainline. This direct connection is expected to boost regional freight efficiency and improve trade flows.

The project also includes a new commercial vehicle facility, offering streamlined customs processing. Together, these elements are designed to reduce congestion and support rising logistics demand at the southern border.

Final EIS Favors Southern Route for Green Eagle Railroad

The Office of Environmental Analysis evaluated two route options and identified the southern rail alternative as the preferred choice. This alignment offers fewer noise impacts and only one crossing over Seco Creek.

In contrast, the northern alignment would require four creek crossings and could affect more residential areas. Although the southern option poses more visual impact, planners deemed it less disruptive overall.

The final EIS addresses concerns related to water, wildlife, land use, and noise. STB officials noted that the report reflects technical analysis and public feedback.

Now, the STB must decide whether to approve the Green Eagle Railroad based on the full EIS record. The full document is available for public access here.

Stakeholders argue the project will attract investment and modernize trade infrastructure. But others call for close oversight to mitigate community and environmental risks.
