EBRD to Provide €300 Million for Electric Locomotives for Ukrzaliznytsia’s Fleet Upgrade

The European Bank for Reconstruction and Development (EBRD) will fund electric locomotives for Ukrzaliznytsia. This was reported by the railway transport news portal Railway Supply.
Under the loan agreement, Ukrzaliznytsia will acquire 50 new locomotives, as reported by Ukraine’s Ministry of Communities and Territories Development.

On October 29, representatives from the ministry and the EBRD discussed specifics of the upcoming agreement. The ministry’s project portfolio includes a locomotive fleet renewal program, and the EBRD loan will help replace outdated electric locomotives.
Loan for Electric Locomotives for Ukrzaliznytsia as a Step Toward Railway Modernization
The EBRD has committed to a €300 million loan to purchase 50 electric locomotives for Ukrzaliznytsia. Additional grant funding will come from the World Bank’s “Restoration of Critical Logistics Infrastructure and Network Connectivity” program (RELINC). Through this program, Ukrzaliznytsia plans to purchase an additional 30 electric locomotives for $190 million, expanding its fleet by 80 units.
Deputy Minister Tymur Tkachenko noted that the project portfolio offers Ukraine opportunities to attract resources from international partners. These funds will support vital investment projects aimed at improving transportation infrastructure.
Chairman of Ukrzaliznytsia’s Board, Oleksandr Pertsovskyi, stressed the importance of upgrading the electric locomotive fleet to maintain stable rail operations. He also emphasized the need for distributed energy generation to prevent winter electricity shortages.
EBRD Support and New Electric Locomotives for Ukrzaliznytsia
The parties agreed to establish timelines for implementing these projects and to finalize the necessary guarantees soon. During the meeting, they also reviewed potential timelines for signing agreements and securing financial commitments.
The discussion also included support for concessions in the ports of Olvia and Chornomorsk from the EBRD and IFC. Deputy Minister Tkachenko highlighted that the EBRD’s assistance in this area is crucial, especially given Ukraine’s current challenges.
Previously, it was reported that the EBRD plans to allocate €300 million for upgrading Ukrzaliznytsia’s electric locomotive fleet, supporting stable rail service and modernizing critical infrastructure.
