Duffy highlighted that USDOT grant recipients must actively support investigations conducted by U.S. Immigration and Customs Enforcement (ICE) and other Homeland Security divisions.

He cited troubling instances where some entities refused to assist ICE, issued licenses to undocumented individuals, or obstructed federal efforts.

These actions, Duffy warned, endanger public safety, undermine U.S. sovereignty, and misuse taxpayer dollars that fund federal transportation initiatives. Moreover, he stressed that prioritizing undocumented individuals over the welfare of American citizens could lead to grant termination.

Duffy Outlines Ban on DEI Programs for USDOT Grants

In addition to immigration concerns, Duffy reinforced that any activity promoting diversity, equity, and inclusion (DEI) objectives violates federal law when based on prohibited classifications. He asserted that funding cannot support programs discriminating by race, gender, or other suspect categories.

Recipients must, therefore, ensure personnel policies, contracts, and awards strictly follow these federal guidelines. Duffy clarified that the requirements apply across all entities receiving USDOT funds, including states and municipalities.

To prevent unintentional violations, Duffy urged grant recipients to consult USDOT officials proactively. Early engagement, he noted, can help maintain compliance and protect vital transportation funding from disruption.
