CPKC has submitted a recovery plan to the Surface Transportation Board addressing recent service disruptions in the southern U.S. following its IT systems consolidation that began on May 3. This is reported by the railway transport news portal Railway Supply.

Since the transition, customers have reported delayed shipments, missed switches, and congested yards. These issues reduced first-mile/last-mile reliability and manifest train punctuality, prompting a regulatory response.

STB Chairman Patrick Fuchs wrote to CPKC President Keith Creel expressing concern over rising terminal dwell times, slower train speeds, and worsening on-time performance. These metrics had been stable before the system update.

The STB required a recovery plan as part of its conditions when approving the Canadian Pacific–Kansas City Southern merger. CPKC’s new submission fulfills that obligation under current performance thresholds.

CPKC Deploys Emergency Measures to Stabilize Service

In response, CPKC activated internal “hypercare” teams to assist field employees with real-time troubleshooting. These teams consist of IT experts familiar with the updated platforms.

Additionally, the company has sent cross-functional teams to problem areas and modified train movements to ease traffic, including rerouting around Shreveport Yard to maintain fluidity across the network.

CPKC Improves Communication and Tracks Performance Gains

CPKC also increased direct communication with shippers to share timely updates and minimize confusion during the transition. The railroad emphasized transparency as key to customer confidence.

According to the plan, early results indicate stabilization. The company says performance is beginning to normalize, and further deterioration has been largely contained.

CPKC remains committed to full operational recovery and is monitoring all core metrics daily to ensure continued improvement and compliance with STB standards.
