Local officials expressed concern. Merced Mayor Matthew Serratto noted that the city invested years in planning around the station, and residents purchased land expecting economic growth tied to high-speed rail.

Board member Henry Perea emphasized that Merced remains part of the long-term strategy. The project always aimed to link major population centers, not operate as an isolated Central Valley system.

Construction continues along the current line, and planners are modeling costs for routes to San Francisco or Palmdale. Upgrades to CalTrain lines between Gilroy and San Francisco further support the integration of future services.

State Assemblymember David Tangipa criticized the plan, pointing to profitability issues and uncertainty about attracting private partners. Because federal support remains unclear, investors may hesitate to engage without stronger assurances.
