California Coastal Rail Stabilization Projects Move Forward
The OCTA board has advanced initiatives to reinforce the rail line and protect coastal infrastructure. These projects include constructing a catchment wall at Mariposa Point and implementing additional coastal defense measures at three other locations.

Officials expect to complete preliminary engineering and environmental reviews for the catchment wall by early 2026. Meanwhile, alternative analyses and early-stage procedures for the remaining locations should be finalized by early 2027.
Since fall 2021, erosion and landslides have caused repeated service disruptions along the LOSSAN rail corridor. OCTA has implemented emergency stabilization efforts to ensure rail safety and operational continuity.
To strengthen these efforts, OCTA collaborates with state agencies, the Southern California Regional Rail Authority, Amtrak, BNSF Railway Co., and local governments. These partnerships help secure funding and streamline project execution.
Funding Secured for California Coastal Rail Improvements
In 2024, OCTA secured $305 million in state and federal funding to support these stabilization projects. This investment will enhance rail safety, prevent further erosion, and improve the long-term reliability of the corridor.
At Mariposa Point, the new catchment wall will prevent landslides from reaching the tracks. Additionally, engineers will reinforce coastal sections using seawalls, riprap repairs, and sand nourishment to protect vulnerable areas.
By prioritizing these critical projects, OCTA ensures the California coastal railcorridor remains a safe and reliable transportation link. Strengthening infrastructure helps sustain economic activity and improve passenger safety.
Emergency stabilization efforts have already mitigated some erosion damage along the LOSSAN corridor. However, ongoing environmental challenges necessitate additional interventions to prevent future disruptions.
Through strategic funding and collaboration, OCTA remains committed to safeguarding California’s rail infrastructure. These stabilization projects reflect a proactive approach to long-term coastal resilience.
Passengers and freight operators rely on an uninterrupted corridor for efficient travel and commerce. Reinforcing key locations along the coastline will reduce delays and maintain service reliability.
The environmental review process will help refine these protective measures, ensuring compliance with state regulations. Engineers will balance safety, sustainability, and long-term effectiveness when designing these solutions.
OCTA recognizes the urgency of these rail stabilization initiatives. With funding secured and planning underway, efforts will continue to strengthen infrastructure resilience.
The LOSSAN rail corridor plays a crucial role in Southern California’s transportation network. By fortifying coastal defenses, OCTA ensures the longevity and reliability of this essential route.
Through careful planning and investment, OCTA is creating a safer and more dependable rail system. These projects mark significant progress in stabilizing California’s coastal transportation infrastructure.
