Brazil is pursuing European partners for the construction of a US$1.03 billion underwater tunnel between Santos and Guarujá.

Brazil’s First Underwater Tunnel Project Requires International Expertise

This tunnel is Brazil’s first such project, presenting unique challenges that local companies are not yet prepared to handle. Therefore, the country is focusing on securing international expertise for this complex infrastructure development. “Brazilian companies currently lack the necessary experience for such a project,” stated a representative from an international firm involved in evaluating the contract.

Bidding Process Will Involve International and Brazilian Firms

The project will require international firms to lead the bidding process, either in exclusive consortiums or with Brazilian companies as partners. The bidding will likely involve international firms, as Brazilian-led teams will need at least one foreign partner. The auction is scheduled for August 1, drawing significant attention from global infrastructure firms.

The 1.5-kilometer tunnel will have approximately 870 meters submerged underwater. It will feature six lanes, a light rail connection, and access for pedestrians and cyclists.

This ambitious project is a joint initiative between São Paulo state authorities and Brazil’s Ministry of Ports and Airports. Other key participants include the state transport agency Artesp, the national waterway transport agency Antaq, and the Santos Port Authority (SPA).

To ensure success, São Paulo state has arranged meetings with top mobility and engineering companies. Among those invited are Ballast Nedam, TEC Tunnel, Immontec, Ruter, LNS, Sweco, DFDS, Maersk, and Femern.

These companies’ involvement will be essential to the successful completion of Brazil’s first underwater road tunnel project.
