Metrolink has selected Balfour Beatty as a prequalified contractor for its Southern California Optimized Rail Expansion, known as the SCORE programme. This status allows the company to compete for significant contracts tied to the region’s largest rail modernization initiative.

The SCORE programme is a multi-billion-dollar infrastructure investment preparing the area for the 2028 Olympic and Paralympic Games. It also advances sustainability and zero-emissions targets for public transportation in Southern California.
With this prequalification, Balfour Beatty can bid on projects valued between $10 million and $100 million. These projects include station upgrades, track improvements, and signal modernization. And the work aims to increase capacity, improve reliability, and reduce emissions across the network.
SCORE Programme Aligns with Balfour Beatty’s Strategy
Keith McCoy, senior vice president of rail operations at Balfour Beatty US Civils, highlighted that this move supports the company’s expansion in the western United States. He noted that their extensive rail experience makes them well-positioned to deliver under the SCORE programme.
The company’s inclusion builds on its existing partnership with Metrolink and complements its recent success with Los Angeles World Airports’ MATOC. That program, similar in structure to SCORE, offers additional project opportunities in vital transportation sectors.
By participating in both programs, Balfour Beatty strengthens its foothold in California’s infrastructure landscape. And the timing aligns with increasing transportation needs driven by population growth and international events.
