Draft Code of Railway Transport was adopted in Moldova

The Moldovan Parliament approved the draft Code of Railway Transport in the final reading. This is reported by local media.
The implementation of the new Code of Railway Transport will eliminate the monopoly of the State Enterprise “Railway of Moldova” in the market of railway services, reports the railway magazine Railway Supply.
The draft Code was developed to implement the Association Agreement between the Republic of Moldova and the European Union and its Member States, as well as other agreements signed by the country with European partners.
Thus, the railway infrastructure will continue to belong to the state, and private operators will be able to provide traction, passenger and freight transport services.

At the same time, specific rules for the participation of the state in the development of railway infrastructure will be established and, consequently, a fair investment climate will be created in the industry, which will ensure the competitiveness of the freight rail transportation market.
Particular attention will be paid to passenger traffic. In this regard, the project creates the necessary legal framework for the approval of strict rules for the provision of passenger transportation services, service regime, compensation mechanism and other issues related to the protection of consumer rights in this area.
The deputies also approved in the final reading the draft amendments to some legislative acts on the railway transport industry.
The document provides for the establishment of the Railway Administration, which will be obliged to issue the following permits: a permit for rail transport, a safety certificate for railway enterprises and a security permit for an infrastructure manager.
At the same time, a new version of the Ukrainian draft law on railway transport will be voted on in the spring of 2022.
