At a cost of $1.6 billion, the Contrecœur terminal is in advanced talks with the Montreal Port Authority, where DP World would operate it. After its completion, the expansion could increase the port’s capacity by more than 50 percent. This is reported by the railway transport news portal Railway Supply.

The terminal, on the St. Lawrence River northeast of Montreal, aims to enhance Canada’s trade network. Construction should begin in September 2025 and be completed by 2029 or 2030, subject to further approvals.

The strategic value of the Contrecœur development

The terminal, said Julie Gascon, president of the Montreal Port Authority, will support supply chain resiliency across Eastern Canada. If built, the governments of Canada and Quebec will contribute more than $500 million, as well as provide financial and political support, reflecting the significant economic benefits.

At the same time, CN Railway will be linked to the terminal, providing gateways to North America’s rail network. The integration is believed to enhance the logistics of cargo handlers, while broadening global trade corridors.

DP World’s Canadian Expansion

DP World would add to its presence in the country, where it operates in Vancouver, Nanaimo, Prince Rupert and Saint John, if selected. In a few decades, the company also set up a freight forwarding office in Mississauga, in 2025.

The office offers end-to-end logistics services including ocean and air freight, customs brokerage and domestic trucking to retail, automotive and technology sectors. This growth is in line with the company’s strategy of expanding in Canada.

Investment and Partnerships

Caisse de Dépôt et Placement du Québec (CDPQ) joint partnership with DP World also underlines the significance of the project. CDPQ holds 45% of DP World’s Canadian arm and has co-invested billions in to global port infrastructure.

Still, final contracts for the Contrecœur terminal have not been signed. “It’s still very much in negotiation, but it’s a competitive one and we should have an announcement sometime this year,” DP World Canada CEO Douglas Smith said.
