The hub in Kern County will receive construction materials, including freight tracks, for the project. This phase sets the foundation for expanding infrastructure and ensuring operational readiness in the coming years.

State officials confirmed the completion of Construction Package 4 (CP 4), a key segment of the project. The 22-mile section connects Poplar Avenue in Wasco to the Tulare and Kern County line.

California construction teams completed 11 civil structures across this portion of the railway network. Meanwhile, 25 active construction sites in the Central Valley are pushing progress toward the next phase.

Over 60 miles of guideways and five miles of bridges have already been completed. These developments provide a solid framework for track laying and further expansion of the transportation system.

California Governor Gavin Newsom emphasized that California’s high-speed rail project has entered a critical phase. The construction of structures is finishing, and track installation is beginning to shape the future network.

Plans and Goals for California’s High-Speed Rail Project

California’s high-speed rail project is expected to generate thousands of jobs and strengthen the state’s infrastructure. Construction now spans 171 miles, demonstrating the scale and ambition of the development plan.

The California High-Speed Rail Authority is collaborating with Brightline West and the High-Desert Corridor Agency. These partnerships coordinate technical and operational aspects to connect Las Vegas and Southern California.

Joint efforts focus on building an integrated network to improve connectivity and enhance efficiency. This approach also aims to increase passenger capacity while accelerating transportation modernization.

Environmental clearance for 463 miles between San Francisco and Los Angeles has been approved. This progress enables the next steps for construction, pushing the project closer to completion.

The Authority plans to issue proposals in 2025 for track construction and overhead contact systems. These efforts aim to advance infrastructure and deliver a next-generation rail network across the region.

California High-Speed Rail Authority CEO Ian Choudri reaffirmed the commitment to completing the system. He noted that the project will boost ridership and modernize transportation in the southwestern United States.

Network Rail Consulting (NRCI) secured a $73.2 million contract to provide engineering services for the rail system. This agreement ensures technical support through May 2029, strengthening development efforts.

NRC will assist with constructing the San Francisco–Los Angeles route, ensuring high standards. Their involvement reinforces infrastructure quality and supports faster completion of critical phases.

Construction work continues, reflecting steady progress and focused goals for transportation modernization. This initiative represents a major step forward in transforming California’s infrastructure.
