The California High-Speed Rail Authority (CHSRA) and the City of Millbrae settled a two-year land use dispute, clearing the way for coordinated development near Millbrae Station.

The conflict began in 2022 when Millbrae sued CHSRA over plans for a parking lot and track relocation. City officials argued that building housing would offer greater economic and social benefits.
With the dispute resolved, both parties committed to a shared planning framework. Millbrae will take the lead on transit-oriented development (TOD) on the station’s west side, provided it doesn’t obstruct future rail access. The CHSRA agreed to actively participate in the city’s planning efforts, creating a unified approach to long-term growth.
This move mirrors past successes. Development east of the Millbrae BART station helped energize the city’s economy. Now, city leaders aim to replicate that growth on the west side, using TOD to drive business, housing, and public transit use.
California Transit Deal Balances Rail and Urban Growth
Tom Williams, Millbrae’s City Manager, praised the agreement as a win for both infrastructure and community. He noted the partnership reflects a proactive approach to growth, not just for Millbrae but for the California transportation network.
The CHSRA emphasized the importance of integrating community development with statewide transit plans. Millbrae Station is poised to become a key hub, and this deal strengthens its role in California’s broader high-speed rail vision.
Through compromise, the city and state have aligned their goals. They can now move forward with projects that support economic vitality, housing expansion, and regional connectivity—all centered around the evolving Millbrae station area.
