Safety or low price – Ukrzaliznytsia choses low price. Ukrzaliznytsia continues to purchase low quality materials for railways. Inviting bids for component parts purchase Ukrzaliznytsia declares a long list of requirements to a manufacturer (bidder) and its goods, still the single substantial requirement which really matters is a very low price.

Thus Ukrzaliznytsia continues to purchase bad quality rubber rail pads disregarding not only the safety of trains but also the life of people. It does not pay any attention to the fact that there is a manufacturer of certified high quality rail pads in Ukraine. At the beginning of the 1990s Kievguma LLC decided not to manufacture rail pads as Ukrzaliznytsia purchased low quality goods at the price category in which production of a high quality product is simply impossible.

In 30 years, unfortunately, nothing has really changed, informs the Railway Supply referring to the manufacturer.

In 2020 Kievguma officially returned to the rail pads market winning a number of bids at Prozzoro. However, it is more an exception that a norm. As this year the company again is not able to offer the bids due to the expected lowered value of the pads purchase.

Conformity to DSTU requirements, European certification of production quality management, own certified laboratory is not a convincing proof for Ukrzaliznytsia. Nowadays they just call it the “company’s purchase price policy”, still before there was a better name for it – “sabotage”.

The rail pads manufactured according to DSTU 2805-94 are among them. Pads guaranteed shelf life – 6 years from the manufacture date. Guaranteed service life – 5 years taking into account the shelf life.

ПНБ-3,ПНБ-4 – for reinforced concrete sleepers.
ПНД-5 – for wooden sleepers.
Sleeper type – reinforced concrete (Б), wooden (Д).
Made of 3, 4, 5 rubber groups.
Pads guaranteed shelf life – 6 years from the manufacture date. Guaranteed service life – 5 years taking into account the shelf life.

Pads for switch sleeper (ПС):

ПС1 Б – for side rail.
ПС2 Б, ПС3 Б – for direct rail.
Sleeper type – reinforced concrete (Б).
Made of 4 rubber group.
Pads guaranteed shelf life – 6 years from the manufacture date. Guaranteed service life – 5 years taking into account the shelf life.
