In April, Amtrak Borealis saw over 205,800 passengers within just 11 months of launch, while combined traffic with the Empire Builder exceeded 293,000 riders. This represents a 227% increase year-over-year.

Backed by Minnesota, Wisconsin, and Illinois, Borealis operates daily with scenic routes, reclining seats, and local café offerings. The service proves that regional trains can compete with road and air alternatives.
Amtrak President Roger Harris attributed the success to “strong collaboration with our partners,” reaffirming Amtrak’s focus on safety, comfort, and efficiency. Minnesota’s Transportation Commissioner echoed that the results validate public investment.

Illinois DOT Acting Secretary Gia Biagi emphasized that Borealis’ momentum reaches beyond state borders, showing appetite for rail across the Midwest. The project has become a model for public-private infrastructure collaboration.
Wisconsin Transportation Secretary Kristina Boardman highlighted the positive impact on rural and urban areas alike. For the state, this is the first passenger rail expansion in two decades.

Virginia Expansion Highlights National Rail Revival Momentum
Meanwhile, Amtrak Virginia posted its highest April ridership ever, reaching 129,670 passengers. The Norfolk line led with 49,246 travelers, and Roanoke saw nearly 12% growth.
Virginia Passenger Rail Authority Director DJ Stadtler confirmed ongoing expansion under the Transforming Rail in Virginia initiative. This includes reconnecting Christiansburg and doubling rail capacity to Washington, D.C., by 2030.
The state will increase daily Amtrak Virginia roundtrips from eight to 13. Cities like Richmond, Roanoke, and Norfolk are seeing more consistent and accessible service to the Northeast Corridor.
Together, Amtrak Borealis and Virginia services represent a shift in U.S. transportation strategy. With growing demand, integrated infrastructure, and supportive policy, regional rail is regaining its place as a viable national solution.
