Amtrak and the U.S. Department of Transportation identified three specific achievements for the NYC Penn Station project. Notably, the agencies published the notice for the search for the master developer of the project, selected crucial public-private partnership advisors, and initiated the service optimization analysis study.

Hunton Andrews & Kurth LLP will offer legal advice, financial planning will be directed by KPMG, and AKRF Inc. will manage the environmental analysis. The group’s efforts are expected to facilitate the P3 delivery process for attracting private sector funds.
To facilitate the process, the USDOT has awarded a $43 million grant for early planning and engineering work. In fact, theSecretary Duffy confirmed the federal government’s takeover of the project management, which represents a new phase for coordination between Amtrak, the New York State government, and the city’s stakeholders.
NYC Penn Station Project Defines a New Model for U.S. Infrastructure
The transformation plan targets the enhancement of passenger movement and accessibility of the stations. An optimization study will be carried out to identify the design options for the management of the passenger growth in the Northeast Corridor.
Duffy said the project marks the beginning of a new generation of public-private partnership for infrastructure projects on a very large scale. He said, “We seek the brightest partners who could create a faster, smarter, and sustainable station for millions of Americans.”
In an interview, Andy Byford, Amtrak’s Board special advisor, termed the process of transformation ‘‘the most ambitious rail redevelopment in U.S. history.’’ He highlighted the importance of careful selection of partners for the process to stay within budget and complete within time.
