The Orange County Transportation Authority (OCTA) is moving forward with its Coastal Rail Resiliency Study in an effort to protect the LOSSAN railway corridor from Dana Point to the San Diego County Line.

In 2024, the California Transportation Agency allocated $189 million to enhance the stability and capacity within this corridor. There are four areas of high priority in relation to bluff stabilization, replenishment of sand, and repair of trails.

All these projects would improve safety, maintain coastal connectivity, and safeguard the environment. Completing these projects would represent a significant milestone in making the coastal railway system resilient. All projects would be completed by 2029.

LOSSAN Rail Corridor Expansion and Long-Term Strategy

OCTA Director Katrina Foley said the agency is shifting from reactive emergency repairs to proactive planning. Because relocation studies could take years, OCTA continues mid-term stabilization to ensure reliable service now.

Besides resilience, the project is also working on operational bottlenecks by implementing double tracking on the 96.5km San Diego section by 2035.

Covering 565 kilometers from San Luis Obispo to San Diego, the route links major urban hubs via Amtrak’s Pacific Surfliner route and the Metrolink commute train service. Passenger demand rose 20 percent in 2024, reflecting its growing role in sustainable mobility.

By combining coastal defense with infrastructure modernization, California strengthens both its economy and its climate resilience.
