Andrew DeLeone, President of Alstom for the regions of Africa, the Middle East, and Central Asia, announced this during a meeting with the Prime Minister of Kazakhstan, Alikhan Smayilov, according to Railway Supply portal citing Alstom.

Alstom plans to invest up

The company is considering investing between 50 and 100 million euros in the construction of service centers to support the development and production of locomotives, which the French conglomerate already manufactures in Kazakhstan.

Since 2012, Alstom has been producing Prima T8 “KZ8A” and Prima M4 “KZ4AT” locomotives for the national carrier “Kazakhstan Temir Zholy” (KTZ) at the Electric Locomotive Plant (ELP) in Astana. Alstom also exports assembled locomotives to Azerbaijan.

In 2017, Alstom opened a service center in Astana to maintain and repair the locomotives supplied to KTZ, employing over 35 people.

Alikhan Smayilov emphasized that the government’s main support factor for investment projects is a high degree of production localization.

“We welcome Alstom’s intentions to expand its activities through the production of components for electric locomotives and the establishment of service centers. At the same time, we propose considering the issue of full-scale production with high localization and a complete cycle involving Kazakhstani enterprises,” said the Prime Minister of Kazakhstan.

In October 2021, it was reported that the level of production localization at ELP was 38%.

By involving Kazakhstani metal manufacturers, plastic product manufacturers, and electrical equipment producers in the production process, the government planned to increase this indicator to 50% by 2025.
